Understanding Packlists and Lists

Each list is like a container... think of them as a box...
So you have one box with all the states, you have one box with all the cites, etc...
Then think of the packlist as a crate...
When you make a packlist, you are sticking all the boxes into that crate.
So if you go to Custom List--->Packlist and scroll to the bottom of the page, you will see your packlists (crates), and the lists(boxes), inside that crate.
Now if you went to Custom List--->Create List and then click View List at the top... you can see all your lists (boxes) that could be combined into a Packlist (crate).
On that same screen... if you click EDIT on one of the lists... it shows you it's entire contents.
By default the screen that you see BEFORE hitting edit, is a truncated version of the list. Just showing a brief summary, because the page load would be too great.
